Traffic without enquiries almost always means the site never actually asks for the job. No obvious button, no phone number where the thumb is, no reason to trust you, or it is simply too slow on a phone. None of that needs a rebuild to fix.
This is the most common one by a mile. A contact page buried in the menu is not a call to action. There should be an obvious way to get in touch on every screen, without scrolling, on a phone.
Test it: open your site on your phone and count how many taps it takes to contact you. If it is more than one, that is your problem.
People decide in a couple of seconds. If your homepage opens with a slogan and a big picture and the visitor still does not know what you do or where you do it, they leave. Say the plain thing first. Clever second.
Nobody believes a business that only says nice things about itself. Reviews, real numbers, real photos of real work, and named testimonials do more for conversion than a better colour scheme ever will.
Most visitors are on a phone, often on patchy data. If your site takes five seconds, a decent share of people never see it at all. Huge unoptimised images and autoplaying video in the hero are the usual culprits.

A ten-field form for someone who just wants a rough price is a wall. Ask for the minimum you need to start a conversation, then get the detail on the call. Short forms convert substantially better.
Sometimes the site is fine and the visitors were never buyers. If your rankings are for informational searches rather than "who can do this for me" searches, you get numbers without enquiries. That is a targeting problem, not a website problem.
In order: make enquiring obvious, say what you do in the first line, add proof, then speed. That order is deliberate. The first two cost almost nothing and usually move the needle more than the rest combined.
